Hershey's Chocolate, Old Computer Junk and South America

I've always have the feeling that sometimes old computer junk is dumped on South and Central America. It's presented as new and/or useful and sold for way too much money. Might just be some spastic thoughts not based in reality. However, at least one other person has expressed such a view as well.
Today I was told that you used to be able to buy Hershey's Chocolate in Uruguay. However, the Ministry of Health sent them packing back to Pennsylvania. Their offense? Shipping expired candy to Urugauy!
Kinda like that 20 gig hard drive I found in a computer store that was being sold like it was new (after I got home it was clear that it was defective, refurbished and demolished).
Apparently Hershey's has gotten permission to sell their Chocolate again in Uruguay but now with a very watchful eye from the Ministry of Health. The Hershey's Chocolate Bars sold here are made in Brazil, not Hershey's homeland, Pennsylvania.
When you go shopping for technology the only watchful eye is yours!
