The winning candidate must have fifty percent of the votes plus one, in the first round, according to the Uruguayan electoral system which literally demands this sort of action.
If this is not the case, then a run off is to ensure, which would then decide on who will surely be the future president of the Uruguay nation.
Belonging to the junior opposition Colorado party are many of the undecided, according to Oscar Bottinelli, the head of Factum. He said this, in spite of the fact that the current leader had announced that he would maintain support.
